Solution:
Please select register global function box in WHM root Tweak Settings page. Select ioncube too and save the page, wait 3-5 sec and then try WHMSonic IRC Admin.

but .. Panel PHP Register Globals (Off [unchecked] is recommended for security reasons)

Security reasons, It's standart PHP recommendation for public hosting, when you enable register_global for WHM it affects root user php system only. All script files under the root user, so it is completely safe, because only you can login as a root into the WHM. It will not affect your websites, it's internal php system for root user only. cPanel provide the recommendation because PHP developers recommend that as a standart PHP security reason.
